I think the term 'broken English' refers to the language that non-native speakers usually use. We tend to make speaking or writen mistakes.
It's obvious that a native speaker is going to speak better than us in their language, but at least we know two languages. Im sure they'd make the same mistakes in Spanish, or even more!
